The Belgian Investment Company for Developing Countries - BIO is a development finance institution owned by the Belgian government that seeks to support the private sector in developing countries by investing in local enterprises, either directly or indirectly (e.g. through financial institutions or investment funds).

Function

As an Investment Officer, you will develop, structure and supervise the financing of infrastructure projects. Infrastructure projects include projects in energy, access to water, logistics & transport, and telecommunications. You will also help to continuously improve the Infrastructure Investment desk.

Tasks and responsibilities:

You will perform the following tasks with the support of a senior IO:

Investment/deal making:

• You will identify investments that are in line with BIO’s investment strategy. To do so, you will assess the economical, technical, legal, and social and environmental parameters of investment opportunities - if necessary in coordination with experts.
• You will lead the investment through the entire investment cycle, including pre-approvals, on-site due diligence, preparation of management and investment committee reports and investment notes, negotiation of terms of investment, legal documentation, disbursement, and handover to the portfolio team.
• Throughout the investment process, you will collaborate closely with deal team members (E&S, development, legal, portfolio officers) and stakeholders (Belgian Embassies, external consultants, etc.).

Business development:

• You will establish and manage a base of prospects/clients; you have a deep understanding of the target countries, can build relationships with the sponsors and with the infra ecosystem (such as third party marketer, like-minded investors), and actively go prospect.
• You promote and reinforce BIO’s brand and collaboration in the countries included in BIO’s investment mandate, to constantly improve relationships with local players, potential partners, and stakeholders.
• You promote and reinforce BIO’s brand and collaboration within the development finance community and development organisations such as Enabel, Belgian and European NGOs and foundations.
• You actively participate in relevant investment, networking, ad hoc conferences, if possible as a speaker or panellist.

Team:

• You will participate in the implementation of the department’s strategy.
• You take on the responsibility of pipeline generation for generalist IOs and more junior Infra IOs.
• You will develop internal skills and capacities within the team, for example by building and sharing knowledge on key areas of interest for the Infra team and for BIO in general.
• You are actively involved in internal or transversal topics to optimize and continuously improve the Infra team’s and BIO’s tools, processes, systems, standards, policies.

Profile

• You’ve obtained a high level education in Business, Finance, or Law and you have at least 5 years of relevant financing experience in project finance.
• You have excellent – financial – analytical skills.

• You are organized, precise, meticulous, results-oriented, and you have an entrepreneurial spirit.
• You are able to take the initiative, you learn quickly, and you are not afraid of challenges or to operate in evolving and complex environments.

• You have excellent networking, negotiating and communication skills (spoken and written).
• You are a strong team player.

• You are fluent in English, French and/or Dutch. It would be an asset if you also speak Spanish or other languages of countries in which BIO operates.
• You have a strong interest in impact investing, development topics and developing markets. It would be an asset if you have international investment experience.
• Your investment assessments, structuring of notes, strategic and analytical reviews are up to the highest standards.

• You are willing to travel about 15% of the time.
